Peruvian Airforce and Global Conservation Sign Cooperation Agreement to Protection Peru’s National Parks and Indigenous Territories
A Focus on Joint Rapid Response for Illegal Mining, Logging, Land Invasions, and Coca Cultivation
Margoth Quispy, the GC Director for South America, is spearheading a vital initiative in Peru's capital, Lima. A Memorandum of Understanding was inked with the Peruvian Air Force General to oversee the preservation of four national parks and nine Indigenous Communities. Over 1.2 million acres combined are now protected by Global Park Defense and Community Protection. With the Global Park Defense technology, GC is equipping Indigenous Defenders to combat illicit mining, logging, and cartel cocaine incursions.
Deployment of Satellite and Aerial Surveillance across the Amazon and Andes with a multi-stakeholder and multi-level agenda, identifying priority actors and spheres of action for Amazonian and national surveillance and protection.
Global Conservation signed an MOU agreement with the Peruvian Air Force and Nine Indigenous Communities, including Four Endangered National Parks:
Manu National Park, Machilengua Indigenous
Otishi National Park, Ashaningka Indigenous
Sierra del Divisor National Park: Coca Invasions
Tambopata National Park: Illegal Mining
The Directorate of Amazonian and National Surveillance (DIVAN) has signed a Mutual Cooperation Agreement with Global Conservation, thereby strengthening capabilities in surveillance, environmental monitoring, and geospatial information management for the conservation of the Peruvian Amazon. The ceremony was attended by FAP Major General Gino Rengifo Bartra and Global Conservation Executive Director Jeff Morgan, as well as representatives from SERNANP, various national and international agencies, and strategic partners.
During the event, presentations were delivered regarding the GEOSIVAN platform and its integration with EarthRanger, highlighting the importance of technological interoperability and multisectoral coordination to bolster territorial surveillance, optimize decision-making, and contribute to the protection of biodiversity and the country's sustainable development.
On May 19, at the institutional headquarters of the Directorate of Amazonian and National Surveillance (DIVAN)—a division of the Peruvian Air Force (FAP)—located at Av. 28 de Julio s/n, Jesús María, a presentation was held regarding the GEOSIVAN and EarthRanger platforms. The event was organized in collaboration with the U.S.-based organization Global Conservation, presided over by its Executive Director, Jeff Morgan.
As the first official proceeding of the day, the institutional cooperation agreement between DIVAN and Global Conservation was formally signed, with the respective organizations represented by Major General Gino Rengifo Bartra and Mr. Jeff Morgan.
The objective of this Agreement is to implement mechanisms for coordination, interaction, and cooperation regarding the joint development and utilization of the diverse capabilities of DIVAN and GC. This effort aims to generate information products—incorporating satellite imagery and territorial data—designed to enhance decision-making, as well as to drive preparedness and response actions concerning threats to biodiversity, emergencies, disasters, and the planning of development projects. Ultimately, the agreement facilitates effective environmental management, with a particular emphasis on National Parks and indigenous territories located within buffer zones.
Within the framework of the collaboration between GC and DIVAN, the Amazonian and National Surveillance System (SIVAN) was strengthened through the creation of GEOSIVAN. This multisectoral technological platform, administered by DIVAN, enables the generation of alerts and interoperable information to facilitate improved decision-making regarding prevention and/or timely, effective action. By fostering multi-stakeholder and multi-level participation, the platform effectively activates a system of preventive and anticipatory environmental governance.
Another significant integration milestone is forthcoming for the GEOSIVAN Platform, involving its linkage with the "Parques" Platform—a GC Projects initiative covering Manu National Park, Otishi National Park, and Sierra del Divisor National Park—while the inclusion of Tambopata National Reserve is currently under evaluation. Concurrently, the GEOSIVAN Platform is being integrated with the Public Prosecutor's Office to facilitate a transition from information to action; this is achieved by activating a response mechanism to address threats reported by the GEOSIVAN system, based on intelligence detected within national parks and indigenous territories.
